The GCs and TCs don't need to say anything.. as it is clear that some Chapters on TRs accession route won't open / continue until TR complies with the EU accession rules.



Either TR complies... or not.. they signed the Ankara Accord..



If the GCs were wise they'd say nought..

using a similar analogy..



Certain TCs needles are stuck >>recognise "TRNC" and we'll talk<< was a Denktash era mantra ! It only worked then as he didn't want / need a solution - he thought he'd achieved TAKSIM ( partition) and the matter was closed..



Amazing what a few ECHR Court decisions can do to change Turkey's mind ! (e.g open the gates in April 2003)



Turkey is the key - and it doesn't even want this "FM" to be the negotiator..
