neighbour of mine wonders if he can renew his uk license here in trnc ,he has a turkish license ,and went over the border today and was told he cant drive in the south on his turkish license once his uk one expires in feb

You cant do this type of renwal online, you have to obtain a renewal application pack fill this out and send it away along with 2 photos ( they dont have to be signed ) and a cheque for £20. Hopefully someone can send him one

I do believe your neighbour will have to provide a uk address as well, then the license will go there, hopefully he has someone who can help them out with this

You can renew your UK licence on line with a UK delivery address advisable. Both my wife and I renewed ours earlier this year and gave a c/o address in the UK which was accepted and then daughter sent new licences to us.
