My reaction to reading that the Prime Minister hopes to launch a commission to investigate corruption, within the construction industry, was initially positive. This has long been needed and would undoubtedly give hope to the many purchasers that have been the victims of scams and promote much needed confidence in the TRNC construction sector. Areas for investigation were identified as: mortgages being taken out on property already purchased and paid in full for, over charging from advocates, financial, administrative, legal and technical corruption in government public offices and payments from purchasers being paid into UK bank accounts.



This launch of a commission was objected to by the Democratic Party, Republican Turkish Party and the Freedom and Reform Party. The former Chairman of the Lefkosa Bar Association likened the commission to a "Gestapo" system.



From a buyers point of view, I am at a loss as to why the PM did not address this issue by the introduction of new laws

A quick glance at the many Cyprus forums and the records of the HBPG records would confirm who the shady developers are. Weeding them out without changing the laws, would simply allow others to take their place. If the PM was serious about tackling the problems associated with house purchasing in the TRNC and had the willpower needed,surely a much more sensible approach would be to campaign for the introducution of new laws?

A law/regulation which stipulates that all Koçans are surrendered to the Land Registry prior to land owner entering into any construction/sale agreements. This should include a Clause for surrender of Koçans for land/property already sold which are awaiting transfer of ownership. Would not that be a more positive move?



A law which allows the purchaser to be granted their PTP before entering into a sales agreement?



A law which makes it illegal for mortgages to be taken out on property in which a sales agreement has been made?

Although I am sure we all welcome any moves which improve the current situation, I can't help but think that the commission will be about as effective as the Property Complaints Office, who had no power or government support to make a real difference.



A token gesture? We have yet to see.

sounds like a token gesture to me.

i think they are feeling the pinch right now and are looking to reassure buyers to bring in some more cash.

a tc friend told us this week that turkey had told them, there was no more money, so i think this may be plan B.

A commission to investigate corruption is not whats needed. The powers that be know already exactly what has been going on, but chose to ignore it and indeed some will have benifitted from it.

What is need is laws to prevent what is happening .The refusal over the years to do that speaks volumes to any potential purchaser.

Do the people that will be in the Commission not already know,without investigating, that property is sold with mortgages still on them,that property is sold and PTP later denied, that one can have paid for a house and not own it for years. Do they not know already about the scandal of Amaranta Valley. Do they not know already that there is no protection for buyers under the legal system.

Kind of late now, bit like telling women, please come and marry me, I am nice now.I no longer beat up women.

Unfortunately I have to agree that this 'Commission' is in reality a politicians 'must be seen to be doing something' get out clause. In reality it will do nothing as per the PCO. How can it? 5 members? What exactly is its brief? By when does it have to report back? Will the government make public its findings?



How many of those involved in this will be related to or friends of the commission members?



Why not simply scrap PTP for a start. Would at least show that the government is in control & determined to act.
