How did Steve manage to post a thread yesterday (14th) dated 15th, with time stamp 20:32?, it's obviously staying at the top unitl after then.

No it's because Izzet has the power to do that and as he wants feedback on the changes, he's made the post stay at the top of the page, so everyone sees it first. Thats all.
