Weren't there some scams recently with calls from those parts, claiming to be from someone stranded and in 'dire need'? - and when you rang, it was a premium rate number that cost you a fortune?

Anyone remember?

If your pal can get a landline numberin the Ukraine, he can get 7 pence a minute by using 08717720720 followed by the full number 00380 etc.

My wife talks to her many relatives in Ukraine and it costs around £70 a quarter for an awful lot of calls!

I only know it works from UK landline never tried it in TRNC. I wouldn't think so. Try googling cheap phone calls.
