When it floats up out of the ground.

Pools that are left empty can become boats if the water table rises up underneath them. We have a customer with an underground, 2 tonne, backwash tank. It was empty and during recent heavy rain, it floated up out of the ground like some zombie rising from the grave.

Just because a pool is made from concrete and steel, don't think it won't float if it is empty.

Of course structures made of concrete and metal can float. Check out the history of 'concrete barges'.
