Responsible is the Ekonomi ve Enerji Bakanlığı.

you can find the offices where you can find all ministries.... in lefkosa. turn left at traffic lights at sabri orient hotel and you are in this area...

KKTC Ekonomi ve Enerji Bakanı at the moment is Sunat ATUN.
