I have some rugs stored in a loft and I have just wrapped them in thick brown paper. I can't think of anything that would deter rodents from chewing through the wrapping. Do you know there are rodents in the loft or are you just thinking of all possibilities? If you know for definite there are rodents up there, I would find somewhere else to store the rug as rats and mice can be very destructive as well as smelly.

I expect you know this however just incase !

Make sure you roll the rugs before wrapping in thick paper I also covered the paper with polythene

leaving the ends open (covered with thick paper)
