Every dog owner will have to take a costly 'competence test' to prove they can handle their pets, under new UK government proposals. Owners of ALL breeds would also have to buy third-party insurance in case their pet attacked someone. |

| millizer. I am also a huge fan of Ceasar Milan...he just makes total sense...i think his shows should be standard viewing if you want to own a pet.

| i agree no such thing as bad dogs just bad owners, also good pet owners normally have insurance as a matter of course to help towards any health treatments costs for the pet as well as third party cover. |
