I know the clue is in the title, but do the BRS just act as a support organisation for residents only,or for property buyers in general?

Can some one tell me what is the point of having permanent residency if you have to renew it every two years? It makes a nonsense of the whole procedure.

Is the website down - the link in msg 1 does not work. Incidentally, google brs trnc, and click brs-trnc and the 2009 website opens instantly - should it not have been taken down?
