Following statement on TRNC UK Consulate web site dated 3 August:



President Mehmet Ali Talat stated that he expects an outcome from the negotiations process by the end of this year. The negotiations are scheduled to begin in September. "There is a sufficient accumulation of work," said Talat. "I expect progress by the end of this year, and solution in the beginning of 2009. If a solution is to be found, it will be found in a short time."



President Talat was speaking during an interview with the TAK News Agency.



Talat noted that they have undertaken all issues, including the fundamental issues, at the stage of initiating the negotiations. He added that both sides put forward their positions and introduced alternatives for some. "We have talked about all issues, including administrative issues, judicial issues, property, security, execution, legislation." He stated that there is rapprochement on certain issues and huge differences over others. "However, what we have done so far is to put forward our positions," said Talat. "Give-and-take and detailed discussions will take place during negotiations."



Asked to give examples Talat said: "There is agreement over the fact that there will be two parliaments. But there is difference over how parliamentary elections will take place. There is agreement over the fact that there will be political equality. But there is no complete agreement over how this will be implemented."



On guarantees and security President Talat said:



"During the Annan Plan negotiations, guarantees and security was the only issue on which there was an agreement. The Greek Cypriot side did not even bring up this issue. After the failure of the plan however, they tried to present this issue as the number one problem. Former Greek Cypriot Leader Papadopoulos presented this issue as a serious obstacle because he knew that it is very difficult to change the guarantee agreements. Therefore, this is quite an artificial problem."



On the issue of rotating presidency, Talat said: "There is no agreement over this issue but Christofias has announced that he accepts rotating presidency in principle. The sides have put forward their positions regarding the duration." President Talat did not go into detail stating that this should be discussed on the negotiations table, not through the media. When asked whether he would confirm reports originating from the Greek Cypriot administration on this issue, President Talat said he would not.



Talat stated that the issue over which there is huge difference between the sides is the property issue. Property "is the issue that concerns me the most," said Talat. "It is a 45-year-old problem and it closely concerns every individual... It is a difficult, complex and an expensive problem." The President stated that the two sides have put forward their positions and introduced various alternatives. When asked to go into detail, Talat stated that there is exchange, restitution and compensation but refused to give further details. "These are positions," said Talat. "They will become proposals on the negotiations table. The positions may also change on the negotiations table."



Talat also said that territorial adjustments, which will determine the borders of the constituent states, will be another difficult issue. "The map will only be discussed provided there is progress towards an agreement," added Talat. "Because discussing the map would create difficulties in our daily lives. It would affect the economic activities."



President Talat stated that the procedure of negotiations, scheduled to begin in Cyprus on 3 September, has not yet been determined. "All we have agreed on so far is to meet again on 11 September after the meeting on 3 September," said Talat. "We have not yet determined whether we will be meeting once or twice a week, or more. The Munich Agreement gave the Sudetenland of Czechoslovakia to Hitler in an attempt to satisfy his desire for Lebensraum or "living space" for Germany. The German occupation of the Sudetenland began on the next day, 1 October.



One year after the agreement, following continued aggression from Germany and its invasion of Poland, Europe was plunged into World War II. (...)



"L'histoire se repète" ("History repeats itself") is not true, but events do reoccur. And Mr. Talat seems to aim at repeating the years 1960-1973 in Cyprus - although he may not realize it. But when two Moscow educated comrads like Talat and Christofias talk 'a Cyprus solution' it's high time to be very alert.

as I see it, the south still hopes to manoever themselves

into some sort of control over all of the island

even if it starts tamely with passports and id cards:

the south has access to great economic and political power



while the north is very keen to have the isolations lifted

without getting overwhelmed:

the north has access to great military muscle in a powerful friend



there could possibly be a deal out there in the cosmos (greek word)

providing the north doesn't get itself kebabbed (turkish word)

if the south one day accepts that it cannot get everything it wants



"poor people of narva"

estonia a small nation that suffered very much torment

over many past centuries

from its "large imperial eastern neighbour"

is now independent within the eu and "free" at last

unfortunately for the citizens of narva, all ethnic russians,

they were left living in a strip of estonian territory

which borders on the former hated empire,

but are now discriminated against...

estonia portrays their language and culture

as inferior, oppressive or even barbarous

to quote kojak "who loves you baby?"

not many in western europe it seems!



because estonia's ethnic russian minority,

who would never claim to be perfect,

are nonetheless effectively denied an equal

position within estonia,

to acheive citizenship they have to pass

an extremely difficult estonian language exam,

of near-undergraduate level



now you can see the parallels with north cyprus

and its "history"

when the highly "civilized" people,

now on the other side of the border

would not accept turkish cypriots as equals;

of course turkey put them in their place



but what is most revealing about narva,

a most "unpopular cause" to be sure

is that the eu does not lift a finger to help protect

the ethnic russian minority

and for all the eu's blather about human rights.

it doesn't really give a xxxs
