i bought a car today. and i should make new insurance as i have been told. my question is, can i transfer the car insurance "third party" from the previous owner to my name? without making totally new one? because the car insurance valid until next october!! in case of yes. how much the transfer cost ? because issuing new one will cost me around 300 tl the 2nd question. if the police stop om in these couple of days before i make the insurance by my name. they will fine me ???

Yes you can transfer to your name with no problem and should not cost you anything at all. All you have to do is take the logbook(blue folded booklet) to the where insurance from and they change it to your name with no extra cost I did it when I sold my car and no problem at all. If police stops you before you change it to your name(which is unlikely) tell them you are changing it very soon. I hope it works. Regards Ahmet

Just take the logbook(it has to be to your name to do that) to Insurance company and they will change(transfer) it to your name.
