who needs to get a TRNC driving licence please? if you are a non resident with a car here does the registered owner have to get one? where do you have to go to get a driving licence and what do you have to take and how much do you have to pay please?

You do not need one to own a car only if you are a resident/temp or perm or stay longer than 90 days at one go I understand.

BRS says



You can use your UK driving licence during the 90 days of your entry visa, but after this you have to apply for a TRNC licence.



Foreigners in North Cyprus on a visit visa may use their national driving licence for up to 3 months.



Those wishing to drive for longer than 3 months should apply for a TRNC licence.
