Kib Tec have fitted some new digital meters on my site today. Many of the electric boxes have padlocks on as the owners are absent and somehow they have new meters. How did the fitters open the boxes? All the padlocks are in tact and locked.

Where would they get the keys from no one i know has given their keys to Kib Tec and they would need hundreds of keys to get a match.
