I would say a definite no as your passport is required to be presented to the Tax Office.

I also believe the answer is no. When I did mine I went to a District officer with the person I was transferring the car to and paid the District officer for a letter which we all signed. I believe after that the new owner went to Lefkosia.

It would appear that this is not possible? My wife it seems must make a special visit just to sell a car, what a shambles!

Actually Spook I may be wrong there because when we bought our first car here off a neighbour as the new owner we had to provide our passport but just a photocopy of the vendor's passport (who was in the UK). We had problems with this because the vendor had renewed their passport and the new passport number didn't match what was in the logbook and they couldn't find the old passport. We paid Veli at Pegasos to do this for us so didn't have to go to the District Office we just had to provide the documents. So if you can get a copy of your passport to the new owner you should be ok as it is their responsibility to get the logbook changed. Jo
