Definitely the best place I've found is the Cobbler at the bottom end of the Karmi road, just off the main Lapta road. As I have said before, he is a traditional cobbler, his work is excellent (he can do anything you want), and he is cheap.

If you drive along the coast road from Lapta, go through Alsancak and into Karaoglanoglu. Pass TEMPO supermarket on your left, and CREDIT WEST BANK on your right. Go through Karaoglanoglu until you see a turning to the RIGHT for EDREMIT/KARAMAN. It is opposite the turning to Topset Hotel. Immediately when you turn into the KARMI (KARAMAN) road, you can park your car on the right, and the Cobbler is there, to the left of the carpark. OR If you come down the new road from ALSANCAK, turn LEFT at the first roundabout (Karmi Road). Go past PASTA MANIA on your right, and continue to the end of the road, until you meet the coast road. The Cobbler is on the LEFT, just before the carpark.

there is also a chap that does good shoe repairs in karaoglanoglu. if your coming from girne you turn left just before the post office in karaoglanoglu, and he is about 15 yards or so on the right hand side. cheap too.

My husband took his shoes to a cobbler in town near the harbour. He wanted new soles on them but when he got them back the cobbler had repaired them by nailing bits of leather over the soles. The nails were so long they stuck in his feet. Took me ages to stop laughing!!

There's a shoe shop opposite the Dome Hotel that says he does repairs. I've no knowledge of whether he does a good job, I've never used him. But that's the place I would try first.
