It very much depends on what you class as a "sex offender" Paul.



It is a blanket term for a variety of crimes.



A 17 year old lad who has sex with his 15 year old girlfriend could be classed as a sex offender but I'm sure that most people would not put him in the same class as paedophiles.

How sex offenders should be punished is......... according to the law.

In the European Union, any of the above suggestions are not only illegal but against all the codes of Human Rights.

So thats quite an easy one, BUT the incident itself took place in Turkey, which is trying to get into the EU, so they will no doubt follow EU guidelines, or be subjected to even more negative press.

when i did socially at school, we were doing a topic on rape.....and was asked a similiar question



my answer was to sit the guy on a chair, stark naked, with a electric wire going from one side to the other, a women to stand in front of him and be very sexual in what she was doing,



when he got aroused, he would then touch the electric wire and get a shock...



my teacher said that was horrible, but good.....
