I don't understand. I always believed that a work permit was for 1 job with 1 employer for 1 year. How can it be transferred?

I agree with message 12. I thought it was for one particular job and if you change jobs you must reapply, and that is why it is diffiuclt to work for several places as each demands a permit of its own - unless you are a student. But if I am wrong, then I apologise.
