Generally unless they have to be somewhere he is around about eight to eleven or ask at the sport bar as he is sometimes in there.

Ask the postmaster in the next office, he usually knows where and when the Muhtar will be around

He has been very ill receiving cancer treatment in turkey so it may be a different guy.
