Easy option is to dial their free phone number 4440533 dial 77 for English, their operator will guide you through and you can make payment on your bank or credit card. I believe this service is 24/7. Sorry if you already know this, some people may find it useful.

We went to Turkey in may used all my credit in one call tried to top up in Alanya at turkcell shop they refused saying trnc a differant system. so no phone all week.

Try the Turkcell kiosk in Lemar. Can't answer the main question though. Probably not possible in the TRNC.
