Can anyone help me, and tell me the procedure when Extend put a transmitter on the roof of the house in front

do they have to get permissions??? I open my bedroom curtains and it is staring at me, not only have they built the house in front almost in our garden they now have this ugly transmitter on the roof. It's been there for a while now, the house in front as yet to be finished which has been ongoing for the last five years, fed up now looking at this Transmitter
