Can anybody please advise me of the facts surrounding this charge. I understand the rate is 1TL per 1m2 or 1.5TL per 1m2 if the property has a pool. However, I have been given 2 conflicting views as to what the charge is rated at. Is it the total property size including garden, sheds, pagodas etc or, is it rated only against any structures with permanent roofing, ie buildings?

My 2nd part of the same question is what services should be provided for this charge?

Most grateful for any sensible information/help. Thank in advance.

The charges that you are referring to are actually property taxes. The rates are 1TL per square metre or 1.25TL per square metre if you have a pool. The area charged for is permanent covered area only, not gardens etc. These charges are annual and are passed on by the belediye to the government - they do not cover any services at all. Municipal services, ie water, rubbish collection, street lighting and insect spraying are charged completely separately. The way that these services are charged depends entirely on your local belediye's system. In Lapta and Girne, charges are monthly, in Alsancak, water is monthly but the other charges are annual.
