| Greetings Can anyone update me on the question of Kocans for Phase 1 or 2 of this development. Fatma emailled me a while ago to say they were ready but it all seems to have quiet lately. Has anyone spoken to Ilker about them, I know he reads these BB's, could he enlighten us? Lem |

| Not sure whether the parcelisation process applies to blocks of apartments but I have had my Kocan for over 6 months now and finally the Land Registry have been out to measure up the plots prior to separate/individual Kocans being issued to the 4 villas on our development. AJ |

| Thank you AJ This is something else I'm concerned about. Are kocans issued for the land plots or parcelisation? If its land then 6 apartments are going to be on one kocan for the land that they sit on, if its parcelisation does that mean each apartment owner receives a kocan? Has anyone had any experience of receiving a kocan for an apartment on a complex? You don't have to have bought on Kavanlar to respond. Lem |

| Lem Our Kocans were transferred from the builder to two separate plots of land and on each plot are two villas so in essence I share my Kocan with my next door neighbour. OK so we are almost there but as it stands I cannot do anything with my plot/villa without my neighbours agreement and vice verse (forgive the spelling but my latin is crap) The land registery have just been out to measure up each plot prior to issuing separate kocans. But again I cannot even begin to understand how this would apply to apartment blocks. AJ |

| April 2009.... I think. A freind of mine has asked me to find out as she is going to rent somewhere for 3 months just prior to the completion. Obviously she does not want to be sitting waiting for months on end paying a rent. Sue |

| I today received an email from Kavanlar asking for a £1000 towards the cost of the transformer on Phase 1. This was not in our original contracts and the only reference to anything like this was about a year ago when Kavanlar proposed having a generator on site to provide back up electricity in the event of power cuts. The cost was going to be £1000 per apartment. There were few takers and the idea was abandoned especially when the said generator turned out to be a transformer that stepped down main electricity to domestic supply. Has anyone else in Phase 1 been contacted about this? Lem |

| I got the same email today. I was told that it was a government tax issue to do with the transformer and I would not get my deeds if it was not paid. Sounds like blackmail to me. It was not on our contract but what was on there is a clause saying we would be paid for the time we had to wait to get our appartments. About a year late. what are they going to think for the next demand |

| I said a while ago that ilker asked me about the £1000 for the transformer and I told him that it was not in our contract and as I did not have any more money he quite simply was not getting it ! He immediately pulled our contract out of a draw and found that it ,of course, was not in there . So he then put it away and hummed and hawed abit. But I told him again that I simply did not have anymore money so he is not getting it. And I was not joking, to many things climbing out the wood work ,extras for this and that and it all adds up. I haven't heard anything else. We are on Phase 2. |

| Havent had an email from them asking for money - yet. Ebbern5 i'll email you. Maybe if we all keep in touch with each other off-forum and discuss this together we may find the best way to proceed even if we join together and take legal advice as a unit rather than individually. BTW There is nothing in our contract to suggest such an additional payment. In the meantime i'll look on Naomi Mehmet's website to see if there is a government tax issue. |

I paid everything up and now this has come out of the woodwork. |

| hi lou yes thats correct phase1 contract never mentions any transformer ,it would appear a solid gold transformer at 84k for phase1 and 2 . the fact you have electric means kibtek have signed off the project i would have thought. is it just a case of the cash cow needs milking again to see them through the winter ?. i hear somewhere if the transformer taxes are not paid then the site must not have final approval ? kav |

| With regards to the transformer payments, this is the latest one of the scams developers are doing. If it clearly states in your contract that you dont have to pay then dont. Please bear in mind many lawyers here will advise you to pay it, if this is the case you can be sure that the lawyers are not working for your best interests but that of the developers. If you are unsure of the wording of your contract take it to the Home Buyers Pressure Group. Be polite and professional to your developer and remind them of the terms and conditions of the contract. If you pay for the transformer now, they may ask you for other payments later such as kochan hand over blackmail money. The payment for the transformer has got nothing to do with government tax or giving you the kochan. As I understand it you should recieve a seperate kochan for your apartments and a share kochan for the communal areas. Hopefully laws will change soon so we cant be blackmailed in this manner. |

| Next there could be a extra bill for the bandstand, the electric gate, the large water tanks for the fire hoses etc. Need a bit of cash, send a bill for something to the Phase 1 owners. As for kocans, I understand these won't materialize until the previous owner of the land is satisfied that certain works are carried out by Kavanlar. As Capital Gains Tax becomes payable by Kavanlar at that point I don't see them busting a gut to do this. Interestingly, if kocans are mentioned on any email to Fatma at Kavanlar now, there is a deafening silence. As Kav says, Kibtek have probably already signed off Phase 1 with its transformer. Phase 2 probably need theirs paying for so they have sent out emails to both Phase 1 and 2 owners. Lem |

| Every time I mention late delivery payment I am told that it was the governments fault. Did the government pull workers off site to work on the next phase so that kavanlar could collect advance payments from new customers? I dont think so. | We will be out in Kavankoy 2 from Christmas to New Year. Can anyone give any clues to good places to go for New Years Eve please? Any phase 3ers, and after if you want us to look at progress etc whilst we are out please let us know. Others did the same for us so happy to help. There was some correspondence on one of the other message boards about a suggestion that Greek Cypriots might be encouraged to claim back lands that were taken from them in 1974, and that people who had bought or were buying in the North should contact their MEP for advice and support. I was aware that there had been considerable unrest in 1974 when much Greek Cypriot land was taken by the Turkish Cypriots. | Hi I am looking for some advise on the stage payments. Kavanlar have asked for the stage for completed plaster work ( we are phase 4) to be paid, they have sent pictures which arn't very clear, of the inside and outside, the outside is definately not plastered and it is difficult to tell if the inside is. We thought the payment was due when the outside was plastered aswell. Grateful for any advise from fellow kavanlar buyers. |

| Hi Wendy, we can see the workman doing the outside skim on the second of 4 blocks as I write, the inside plastering will not be started until the outsides are all done. Just tell kavanlar you will arrange the payment shortly and do nothing. It is the technique we used which put them off for weeks until the realised no money had turned bup. |

| Just for a laugh.... Kavanlar is telling phase 4 clients that their apartments will be ready in April! The sad thing is that clients, if they have not been for some time, think it's a real possibilty and start planning for it. Back at the end of Feb and can't wait |

| Hi I was wondering if anyone else has had the following email from Kavanlar. Its a bit confusing becuase of the way its been written. Not to sure what they are saying and if its correct, as usual any advise would be appreciated. We would like to inform you about good news received recently. TRNC government have reduced the rate of the tax reduction is on the land registry transfer fee by 75 %. Unfortunately, it is a temporary reduction with 3-month period beginning from 1st January, 2009 so only two moths left in order to take this advantage. And also in order to profit from this discount you should make all the payments to our company if you make all payments we have begin related process for transfer of title. Now it is ready to be shared if you end up your account the transfer title fee of your property can be paid with 75 % reduction. You can discuss with your advocate for further information. |

| I gather phase 4 buyers have had this email about the temperorary reduction in the cost of transfer deeds until March and asking for payment in full. Phase 4 is miles from completion and most buyers will not have received their Permission to Puchase. It the transfer of deeds a real possiblity or just another scheme of Kavanlar's to raise funding? |

| Hi Gailforce, Meps are hoping to get the pool filled in march ready for the warmer months ahead, but at the moment they are finding it difficult collecting maintenance fees off some residents,who must surely have realised that there would be charges to pay when signing their contract . It will probably be these residents who will be the first to complain when the warmer weather is here and they can't cool off in the pool !! |

| I totally agree with you cooper. They who have not paid will also want to use the bins and so forth but why should they when they haven't paid their maintenance. If you buy on a complex you should be prepared to pay your fees . After looking into MEPS we are very satisified with them. Liz |

| Talkıng to MEPS yesterday. Kavanlar havestıll to fıt the pumps and electrıcs but MEPs want the pool up and runnıng for Aprıl However ıf some or many do not pay (see Meps accounts) then ıt may be dıffıcult for them to do so. |

| Thank you. I haven't even been contacted by the maintenance company yet. I am still in the process of trying to get my title deeds. There seems to be talk about a 75% reduction, however seem to have a lot of taxes which have been put into place, which just yet again bring up the amount. |

| It sounds as if there may be a delay in filling our pool on Kavankoy 2 . We believe this really needs to be done asap to test it fully + for the water to gain heat . Can as many owners as possible put some pressure on Meps (Maintanance Company) to do this as we could be without a pool when we all visit this year + we didn't buy an apartment to have an empty pool . | The problem with filling the pool starts with Kavanlar. Until the builder finishes constructing the pergola or whatever is planned for the open area and the rails around there is no point in filling the pool. The pressure needs to be applied to the builder and not MEPS in the first instance. |

| Duncan, Meps want the pool filled as soon as possible. Kavanlar have not fitted the electrics and MEPS are losing patience with the the lead negotiator and are now going throught he foreman. They are cleaning all blocks and doing minor repairs despite only some paying their fees. the site is progressing . Give me a ring on skye and I will give you the dimensions for your Pergola. Bill PS those who have ordered railings have had them fitted and they do provide a good finish to the roof top skyline. PPS to anyone leaving their immersion on too long there was a lovely diplay of steam from one apartment rooftop last week. Thought at first the pool was filling up |

| Kewen. Assume you are phase threeThe block is progressing well. Windows are in. Electrics are in. Exterior is not painted the pool is cemented but one block close to the road is behind the others. Plasterers and tilers working last week and also some removal of the mounds of earth from the pool excavation. Out again on the 2nd April if that is any good Bill |

| Thanks Stickle, but we are on phase 4, so quite a bit behind phase 3. Thanks very much anyway, dont suppose you know if much is going on on 4. We are being pressed by Kavanlar for the payment for the plastering phase but from pictures sent to us by our estate agents 3 weeks ago the inside wasn't plastered. |

| Had a walk around phase four and there were teams of plasterers working on the site and progress was being made. However , the plastering was by no means complete. Much of the outside was being faced in some blocks and the interior on some were being progressed . Will be out again in April. if you send me details of exact apartment then I will attempt to find out out more. Bill |

| re message 84. Hi HP not many non payers willing to talk about why they havent paid ? We have experience of being in a similar situation elsewhere and sold up as late/non maintenance payers totally ruined the atmosphere between owners, renters, paying guests etc before it ever developed - suspicion and resentment takes over very quickly. No payment, no standards, no pride - they followed like night and day. Look at what MEPS have done on phase 1 - this proves that they are very good when the partnership is supported by all. Can any phase 1ers help us here with advice to get through this stage in the way they have? We want to see the pool filled mid March to get it balanced,clean and tested for April. Those that have paid rightly expect it but could we blame MEPs if every apartment hasnt paid to make it happen in time? Im sure the Kavanlar team will complete the pool and surrounds soon to support MEPs efforts to get phase II up and running for us all to enjoy. :~) |

| re 95 . yes phase1 ers pay ,at first it was hard to get all email addresses and therefore some didnt get asked for it . meps are a great little company and anybody has a issue go speak directly with them. at first the pool was left over the winter (partly because of debris that flies in it) and phase1 pool was filled in april to early may and i think that would be common practice as you wouldnt go in before end of may anyway. soon as you get water ,you get bills and soon as this happens your money in your float or meps money is being used,so they are doing right not filling it yet. of course the other thing is it may not be ready to fill ,this isnt their case but kavanlars,kavanlar again wont rush this as it wont be used ,so chill a bit . as for your late or none payers ,we had one of those and he was sent to a place in the midlands and is now selling up. he wont get kocan until his fees are paid anyway,get yourselves emailing each .one person ? kav |

| Meps have informed me today that the pool on Phase 2 will now not be filled until May at the earliest . Their reason is that they are still having difficulty getting maintenance . Come on all you none payers , its in your contract + Kavanlar have said no pay no deeds . No doubt there will be many visitors early season who want to swim ( us included ) + now we will be dissappointed . We all have info availible on who isn't paying so if you are a none payer + you do visit remember ; 1. No swimming . 2. No using bins . 3. No using sun beds , chairs , comunal facilities . 4. Don't look at the newly planted gardens . 5. Clean your own stairways + windows . 6. Enjoy your unlit stairways . And if you do rent out make all this clear to the Guests please . Remember Meps will be monitoring this . |

| Whilst accepting that what you say HP is a reflection of my/our sentiments the pool was/is part of the inital contract with Kavanlar. As such Kavanalr should have all the fixtures and fittings in place. So in theory those who have paid the maintainence fees should be able to use the facilites. It is annoying that only some have paid the fees but many have and as such are subsidising those who have not paid. Those who have not paid may have no contact with MEPS. MEPS appear to be making some real attempt to provide a service and as such deserve our initial support. The problem with the pool is still Kavanlar whilst the maintainence is a different issue. WE WOULD ENCOURAGE EVERYONE TO PAY TO ACHIEVE FIRST RATE SERVICE. Bill |

| Interesting to view the different phases of Kavanlar from the air. It appears the development is suffering from shrinkage. Phase 2 buildings are 10% smaller in area than Phase 1, phase 3 or 4, I'm not sure which, but the ones to the right of Phase 2 looking north are a good 10% smaller than Phase 2 in area. Are there any more phase three buyers out there and if so have you been given a completion date.
