Interesting.... Ignoring the "spectacular HV tesla coil" style of operation, the sparks and other showmanship, the only real clue is the distance between the two earth plates which give the possibility of picking up a potential difference which exists as earth returns are made back to substations. Single wire HVDC transmission uses the Earth as a return but you probably would have to be somewhere near the load point to see an appreciable PD.

However, here in TRNC the earth can be so dry that the suppliers own earth spikes are not always effective, and I can under fault conditions get a PD of 100V at my house N line, that is until I put in my own 1Metre copper rod and earthed the house wiring effectively. On a vote, I would go for either a SCAM, or something that cannot be usefully used, like static electricity, or the output from a Tesla Coil.
