If you have no appliances switched on then the electricity charges are just going to be 10TL or so per month for the standing charge. The Belediye charges for water and all the other things like street lighting, rubbish collection etc are going to be exactly the same as if you were living here. The only saving would be if you had the meter removed during your absence which would save you 10TL a month for the water charge. Bear in mind though that they will charge you about 23TL to re-fit the meter on your return.
