Going into town on your right hand side just after the merit before the ravine The guy has scooters & lawn mowers outside a little hut we found him excellent.

If you go to the man on the main road in Alsancak as mentioned in message 2, then you may as well buy a new scooter after he has charged you 3x as much as anyone else.
